For decade, one-party rule dominated politics in Central and Eastern Europe and the Commonwealth of Independent States (CIS). Since the fall of communism the countries of the region have embarked on an ambitious path towards market-based economies and democratic societies. A crutial part of this process is devolving power from central goverments to local authorities.
